柳川原名大墩溪，在清帝國時期是漢移民集居之地，可說是臺中市開發起源之地之一。日治時期，經過整治的柳川，兩岸遍植柳樹，由臺中廳長與民間士紳協議，以兩岸夾柳命名為「柳川」。
隨著時間遞移，柳川曾經是一條污染嚴重的河道，臺中市政府於2015年到2018年著手整治，如今已成為一處美麗的親水空間，且為市區首座永續性生態工法開發的景觀河岸。白天景色宜人，晚上燈火璀璨，成為新興的熱門景點。
