臺中車站改為高架後，原有的鐵道轉變為綠色廊道，從大慶火車站至豐原火車站，總長21.7公里，而綠空鐵道為其中一段，自臺中車站往南北延伸共1.6公里。
臺中市綠空鐵道是結合歷史、自然和現代城市生活的綠色廊道，提供市民運動、休閒和文化交流，四季花開，綠意盎然。沿著綠空鐵道南段步行，有一個重要的文化景點—綠川水文化暨環境教育館。
教育館位於綠川臺中路至民生路段，外觀由貨櫃屋裝潢，重現早期綠川河畔的「吊腳樓」意象，展示綠川旁克難屋的生活故事及都市的規劃演進，保留重要歷史和文化記憶，成為歷史、河流及鐵道文化的交匯點，民眾能漫步河岸，享受悠閒時光，並深入了解家鄉的歷史和自然風貌。

民國38年中華民國政府遷臺，臺中市政府允許尚未安置的外省族群移民自建克難屋，柳川沿岸與綠川一帶遂成數百戶的聚落。居民在吊腳樓裡居住、生活，儘管取水、用水方便，但各種家庭汙水也因為快速地排入河川中，汙染了綠川和柳川，後來政府把髒臭的河川大改造，沿岸景觀也因此變美了。
